G&A's approach begins in field response—firefighting and emergency medical work—and continues through public-safety answering-point and 911 operations, emergency management, communications coordination, continuity planning, public information, and intelligence-liaison functions.

In those environments, information is rarely complete, time is limited, systems may be degraded, and a theoretically superior answer has little value if it arrives too late to guide the decision. That operational experience is paired with technical, project-management, business, and legal education. The point is not to set practice against theory; it is to build systems in which sound theory survives contact with real conditions.
